Is there a skilled labour shortage in Canada?

The Globe & Mail has an interesting article today that discusses the lack of skilled workers are stopping Canadian companies from growth.

I can attest that that is the case in Alberta where I happen to live. If you are a welder, pipe fitter, heavy machine operator or any other person that has a trade certificate, you have your pick of jobs right now.
